Where Would You Rank Owner Replies When Judging Movie Reviews?

How much weight should owner replies carry when evaluating movie reviews? Would strong independent moderation make up for weakness there, or not really?

Good review systems need room for criticism without making manipulation or unsupported claims too easy.
