If Reviews Of Public Figures Could Improve One Thing, Would You Pick Owner Replies?

Resources are limited, so fixing everything at once is unrealistic. For reviews of public figures, should the first investment go toward owner replies or independent moderation?

Good review systems need room for criticism without making manipulation or unsupported claims too easy.
