Where Would You Rank Star Ratings When Judging App-Store Reviews?

How much weight should star ratings carry when evaluating app-store reviews? Would strong written explanations make up for weakness there, or not really?

Review systems have to balance usefulness, privacy, context and resistance to manipulation, so there is rarely one perfect rule.
