What Should TV Series Improve First: Story Or Visual Spectacle?

Resources are limited, so fixing everything at once is unrealistic. For TV series, should the first investment go toward story or visual spectacle?

A technically impressive production can still leave some viewers cold, while a messy one can become a favorite because the story connects.
